UNDERSTANDING HUMAN RESOURCE ASSESSMENT FOR PUBLIC HEALTH WORKFORCE ACTIVATION

The purpose of the Human Resource Workforce Assessment was to define Surge Response Teams' staffing needs, assess individual staff skills and match individual staff skills to a specific team and role.

Ultimately, the Workforce Assessment Work Group identified the need to conduct a department-wide survey to obtain information about each Public Health employee so that the best possible assignments could be made for either a continuity role or an emergency response role during an event. These roles would be defined by skill, training and certification(s).

HUMAN RESOURCE ASSESSMENT

Phase I - Team Definition:

Define and assess all necessary Surge Response Teams (SRTs) that may be deployed during small, medium and large scale emergency events. Define team mission, roles & responsibilities, number of Full Time Employees (FTE), shift requirements, and team lead.

During this phase, the Workforce Assessment Work Group and external facilitators addressed the development of a staff survey, defined criteria for participating on a SRT and identified what staff skills were transferable to populate the team rosters. Departmental Division leads were consulted for input on defining the SRTs and Job Cards were developed. Phase I and Phase II were closely linked in action steps. Phase II - Staff Assessment:

Assess all staff skills, capabilities, certifications & characteristics relevant to possible surge response team assignment. Include transferable skills, software knowledge, and skill/role definition.

During this phase, the Workforce Assessment Work Group and external facilitators developed a staff survey and worked closely with the Preparedness Core Team and the Steering Committee to identify next steps on the implementation of the all staff survey. As the Staff Assessment Phase continued, the Steering Committee identified the essential need to conduct a pilot staff survey prior to implementing the survey department-wide. Phase III - Team Development:

Match staff to specific teams and to specific job assignments within those teams.

During this ongoing phase, the Workforce Assessment Work Group and external facilitators reviewed the staff skill sets based on the results of the staff survey and prioritized the available resources to the SRTs. Each SRT will be equipped with a staff identification Matrix to assist Team Leads during an emergency event. Learn more by viewing Human Resource Assessment Tools .

Phase IV - Evaluation and Operationalize the Work Plan:

Currently, work is being done to complete the staff survey pilot, finalizing the SRTs and operationalizing the Public Health Workforce Activation Response Plan.
