Public Engagement Project on Medical Service Prioritization During Influenza Pandemic project staff developed a Steering Committee to identify the goals, design the process, recruit participants to the forums, and provide input for and review of the final report. The committee was made up of medical providers, health care experts, community advocates and emergency responders from state and local government, academia and community based organizations. The group met several times to assist with the development of the project.

Using input from the committee, framing questions to be used to focus the engagement with the public were developed.

  1. Should we change how medical treatment decisions are made during an influenza pandemic?

  2. What should the goal(s) be when decisions are made about medical treatment during an influenza pandemic?

  3. How should decisions be made about rationing of limited, life-saving resources?

  4. Should decisions about medical treatment be consistent?
